GRAHAM has been awarded the Provision of Preconstruction Services Agreement (PCSA) for the Central Docks Infrastructure works at Liverpool Waters, a significant project for Peel Waters. This appointment marks a pivotal step in the regeneration of a 60-hectare historic site, transforming it into a vibrant, mixed-use waterfront quarter that promises to stimulate substantial economic growth in central Liverpool.
Under the PCSA, GRAHAM will engage a dedicated supply chain team, integrating both contractors and suppliers into the design process. The project will unfold in two key stages: Stage One will focus on finalising the design and undertaking any advanced works, while Stage Two will encompass the completion of design and construction, ensuring optimal and cost-effective solutions.
The procurement of GRAHAM for this Design and Construct project has been facilitated through Pagabo’s
Civil
Engineerings & Infrastructure Framework, managed on behalf of contracting authority QE Facilities. In its role as a managing agent, procurement specialist, Pagabo ensures a quick and compliant route to finding the most suitable contractor.
The PCSA stage is set to last for five months, with project completion anticipated by mid 2028. The vision for Central Docks is to create a unique sense of place that reinforces the site’s cultural heritage and identity, while also stimulating economic and social regeneration.
The project will be divided into four segments:
- Central Docks Park: Development of a new public park and open spaces.
- Central Docks Infrastructure: Construction of new roads, pavements, utilities, and drainage systems.
- Screening Chamber: Infill of the existing below-ground screening chamber.
- Section 278 Works: Permanent alterations to public highways and underground services.
